Pension Credit Guarantee Credit qualifies a household for ECO4 directly. Pensioners without Pension Credit have two further doors: the council Flex route for low income, and Flex’s health route for conditions worsened by cold homes. All close 31 December 2026.

Note: Savings Credit alone does not qualify on the benefits route — but those households frequently pass Flex income criteria instead. If you may be entitled to Guarantee Credit and haven’t claimed, claiming unlocks both the credit itself and the ECO4 door.
Most councils’ Flex statements declare households below an income threshold (commonly ~£31,000) eligible — state pension plus modest private pension income typically sits well inside it. Evidence is usually pension statements; the installer handles the council declaration.
Cold-home-worsened conditions — respiratory, cardiovascular, limited mobility, immunosuppression — qualify under most councils’ health criteria, usually via GP confirmation or the council’s public-health referral. For older residents this is often the fastest declaration of all.
The classic package: loft top-up or full loft insulation, cavity wall insulation where construction supports it, heating controls, and heating upgrades — with solid-wall and heat-pump measures in qualifying projects.
