What is the Warm Homes Loan Scheme?

The Warm Homes Loan Scheme is a new Government-backed subsidised finance mechanism designed to support homeowners who want to fund solar panels, batteries, heat pumps, insulation and other home-energy upgrades but do not qualify for grants.

Unlike the Warm Homes: Local Grant (which is free to eligible households), the Warm Homes Loan Scheme is a loan — you borrow and repay. However, the Government subsidises the cost of this lending so that participating lenders can offer lower interest rates than standard consumer credit products.

🔭

Why this matters: Millions of UK homeowners cannot access grants (because they have higher incomes or good EPC ratings) but cannot easily fund solar or heat pumps from savings. The Warm Homes Loan Scheme is specifically designed to bridge this gap.

What will the Warm Homes Loan Scheme fund?

The scheme is intended to support the Warm Homes Plan’s broader agenda. The types of improvements expected to be eligible include:

☀️

Solar panels Solar PV is expected to be a primary use case — it’s the most popular Warm Homes measure overall.

🔋

Battery storage Home batteries are expected to be fundable, typically alongside solar.

🌡️

Heat pumps Air-source heat pumps expected to be fundable through the scheme.

🏠

Insulation Various insulation types expected to qualify.

📈

Multiple measures The scheme may support combinations of measures in a single loan package.
