Flat roofs leak heat badly when uninsulated — and the economics change completely depending on whether you’re re-roofing anyway. The golden rule: when a flat roof is replaced, building regulations require insulation to be brought up to standard. Plan it, don’t discover it.
Warm deck (insulation above the structural deck, beneath the waterproofing) is the modern standard: the structure stays warm and dry, condensation risk is designed out, and performance is excellent. Cold deck (insulation between joists below the deck) is the legacy approach — it demands a ventilated void above the insulation and is prone to condensation problems; most professionals avoid it for new work. If you’re re-covering the roof, warm deck is almost always the right answer.
As part of a planned re-roof, adding warm-deck insulation typically adds £40–£70 per m² to the job — on a 20m² extension roof, roughly £800–£1,400 extra for a permanent thermal upgrade. Insulating an existing sound roof standalone costs more because the covering must come up or a new layer be built over; it rarely pays back unless the covering is near end-of-life anyway. Time the insulation with the roofing cycle.
Replacing more than half of a flat roof’s covering triggers Part L: the roof must then achieve current U-value standards (around 0.15–0.18 W/m²K), which effectively mandates insulation in the works. A roofer quoting a like-for-like re-cover without insulation on a thermally poor roof is quoting a non-compliant job — and you lose the once-in-25-years chance to fix the heat loss cheaply.
Flat-roof insulation is a recognised roof insulation measure under ECO4 for eligible households (to 31 Dec 2026), and roof/loft insulation features in England’s Warm Homes: Local Grant for qualifying EPC D–G homes. Privately, insulation carries 0% VAT as an energy-saving material.
